“Hurricance Reduction” Case Study update on “Hurricance Noel Hurricane Reduction 2007.”

Weather Modification is the art of modifying the Weather to dissipate the dangerous and sometimes deadly storm fronts.

Cloud Seeding was one of them.
Cloud Seeding involved infusing clouds with chemicals to cause a reaction change.
This was only found to be good Causing Storm Front Agitation, not stopping it.
Then a team of people came up with -
“If we Cool the surface temperature of the ocean water ahead of a Deadly Hurricane that would work…”
They even got a patent for their process.
Then the weather reporters noticed “No Correlation between surface water temperature and a Hurricane’s Strength”.
